China will fully implement pollution control certification for electronic information products

The Ministry of industry and information technology officially released the "implementation rules for voluntary certification of pollution control of electronic information products uniformly implemented by the state" yesterday. In order to ensure the effectiveness and operability of the implementation of the certification system, the CNCA and the Ministry of industry and information technology also published the national unified voluntary certification catalogue for pollution control of electronic information products (the first batch). Industry insiders believe that this means that the pollution control of electronic information products will be fully started.

The rules put forward that pollution control refers to measures taken to reduce or eliminate toxic and harmful substances or elements contained in electronic information products; Pollution control certification refers to the conformity assessment activities that prove the effectiveness of measures taken to reduce or eliminate six toxic and harmful substances or elements contained in electronic information products according to standards.


People from the Ministry of industry and information technology believe that the introduction of the implementation rules aims to further promote the pollution control of China's electronic information products, protect the environment and human health, and promote the sustainable development of the electronic information industry.


The rules specify that the certification work is applicable to complete machines, components, parts, components, materials and other products. Among them, the first batch of complete machine products include computers, televisions, mobile phone terminals and telephones.


Industry insiders believe that although the pollution control certification itself is voluntary, because electronic information product manufacturers will be more willing to choose certified materials and parts products, so as to shorten the certification cycle of their own products and reduce certification costs and risks, pollution control certification can also be understood as a "semi mandatory" or "enterprise mandatory" certification.


This means that electronic components and electronic materials products are also facing a new round of certification test, and small and medium-sized enterprises with insufficient strength may be eliminated.


The reporter learned that the competent authorities will take a series of supporting measures for enterprises to apply for pollution control certification. Specific supporting policies include: promoting compulsory certification of pollution control of electronic information products and accepting the results of pollution control certification; Strive for the financial and tax departments to give priority to government procurement of products that meet the voluntary certification of pollution control; Promote international mutual recognition of voluntary certification for pollution control in accordance with the principle of equality and mutual benefit; Formulate relevant measures to promote the research, development, promotion and application of new technologies for pollution control of electronic information products.
